Biography: Dr. Moisés Toapanta, PhD. is Professor in the Engineering Career in Computer Science at the Universidad Politécnica Salesiana of Ecuador, Guayaquil Headquarters. Coordinator of the research group: Computing, Security and Information Technology for a Globalized World (CSITGW). Accredited Evaluator Investigator, Accredited and Categorized Researcher of the Senescyt Reg-INV-16-0153. Research area: Computer Engineering, Distributed Systems Architecture, Information Security, Cryptography, ICT Alignments at the Strategic level. Dr. Moisés Toapanta received his PhD in Information Technology, from the University of Guadalajara in Mexico, Master's Degree in Communications Management and Information Technology, MSc. Cum Laude of the EPN and Engineer in Computer Science and Computer Science. He completed his doctoral research in the Department of Information Technology and Communications of the Polytechnic University of Cartagena UPCT in Spain and the National Polytechnic School of Ecuador. In recent years he has published (ORCID ID 0000-0002-9041-0518) several scientific articles as the main author in journals and indexed conferences and has been a speaker of scientific articles in countries such as: Ecuador, Mexico, Spain, Italy, France, Finland, India, Pakistan, China, Dubai, Singapore, South Korea, Thailand among others. He has actively participated in numerous international conferences as a keynote speaker in the area of knowledge, member of scientific committees, session president. During his professional career in ICT in 27 years of experience he has made important technological projects in Colombia, Perú and Ecuador in public and private organizations.

Speech Title: An Information Security Management Approach for an Electoral Process in Ecuador

Abstract: Were analysed different models and trends in of the data and Communication Technologies as an alternative to reduce the risks in the security of information in an election campaign. The main objective is to define a prototype of a Conceptual Model for Information Security Management an Electoral Procedure in the Nation's Electoral Council of Ecuador. Was used the deductive and exploratory research method to analyse the information of the articles of the reference and the different communications of the written and spoken press. It resulted in a Prototype for the security of the information through a risk matrix and a Prototype of the Conceptual Security programme, a Prototype of Electoral Process in Flow Chart and Vote Loss Probability Formula. It was concluded that the prototypes presented as results are an alternative to improve the security of the information of the electoral processes in Ecuador and that which can be used as reference in other countries with similarity of electoral population.
